Governance wld also include constitution, interpreters of it, cia, fbi, judiciary, armed services, 'education', entertainment industry, and media. These aspects form a whole; none exist separately. Thus, it is the system of rule; i.e., governance, which is responsible for all US crimes. And a governance is set up by plutocrats with the obvious aim that they solely or largely rule lower classes. The empires that US/nato are now attacking have been set up by feudal lords and clergy just like US had been. The sole difference being that iraq, iran, afgh'n have very weak economies, militaries to be able to resist aggressors while aggressors appear extremely strong econo-military-diplomatically. If they want the world to believe what (crimes) they commit have some kind of justification, than convince the International Criminal Court as well. I suggest the reasons for these crimes should be that their god has chosen them to do what they keep doing - just blame god (whatever god they believe in) and let the Court decide.
