Does the sign underneath 'say' "Never Again?" Outside of the reference to Edgar Allan Poe's 'The Raven' – I'm not really sure I understand the cartoon.
Yes, the reference is to The Raven. The person with the peace flag was saying Never Again, but there is another force that would prefer to say Nevermore (which means really Evermore….)
