قامت أمريكا بتمويل تدريب رجال أمن فلسطينيين. كلفها هذا التدريب حسب قول مصادرها بضعة ملايين من الدولارات، ولكن رجال الأمن الفلسطيني لم يحظوا بأي معدات أو ملابس وقاية ولا خوذ، أو معدات إسعاف أولي ولا حتى مصابيح إضاءة يدوية. قامت إسرا
ئيل يوم أمس بمصادرة شحنة من معدات الوقاية والسلامة التي يفترض أن تصل رجال الأمن الفلسطيني الذين سيعملون في مدينة جنين ليقوموا بدورهم المفترض في تعزيز الأمن فيها . هذا الإجراء سيعيق قدرة الحكومة الفلسطينية على تحقيق الأمن الذي وضعته إسرائيل شرطا لانسحابها من الضفة الغربية في المستقبل.
وكان الكونغرس الأمريكي قد أقر الصيف الماضي مبلغ 28 مليون دولار كميزانية لبرنامج ابتدائي لتدريب وإمداد بالمعدات لحوالي 1000 رجل أمن في فلسطين كجزء من برنامج ستبلغ تكلفته 86 مليون دولار يهدف إلى إعداد رجال أمن يسيطرون على الساحة الداخلية. لكن البرنامج الأمريكي تعثر عدة مرات بسبب تأخير ونقص الموارد اللازمة. من ضمن لوازم ومعدات التدريب اللازمة حسب تقييم المنهج الأمريكي وسائط نقل، وهواتف لاسلكي، ومسدسات وهمية للتدريب، وبنادق. وهذه جميعاً لم تكن موجودة أثناء التدريب لأن إسرائيل وضعت تقييدات على المنهاج والأدوات التي ستسمح باستخدامها أثناء التدريب، وأمريكا بهالتها المنفوخة ادعت أنها لا تستطع فعل شيء أمام التعنت الإسرائيلي. التدريب جرى في الأردن، وأول دفعة متدربين كان عددهم 430 شخص أطلق عليهم لقب الحرس الرئاسي الفلسطيني. عادوا إلى الضفة الغربية في إبريل ليكون مقرهم مدينة جنين التي تعج بالبشر في مخيمات يبلغ تعداد سكانها حوالي 50.000 نسمة، لكن بدون معدات.
كانت رايس قد زارت فلسطين وتحدثت عن جنين على أنها ستكون مثالاً يحتذى كمدينة فلسطينية مكتفية ذاتياً أمنياً مما سيعزز أجواء الانتعاش الاقتصادي. ولا يعلم أي كان بعد كيف سيتم تعزيز الأمن دون عتاد أو عدّة. هل يتوقعون من رجل الأمن الفلسطيني أن يتسلح بغصن رمان لقمع المخلين بالأمن، أم يتوقعون أن يتزود رجال الحرس الرئاسي بـ ” طاسات الرعبة”. أم سيكون خيارهم تمرين حبالهم الصوتية على المفرقعات الكلامية. ولا داعي للمقارنة بما يتسلح به رجال الحرس الرئاسي الأمريكي وما تسلح به رجال الحرس الرئاسي الفلسطيني. المتحدث باسم وزارة الدفاع الإسرائيلي شلومو درور قال أن طلبات المعدات للحرس الفلسطيني غير معقولة وخصوصاً وأنهم يفترض أنهم يطورون مهارات شرطية فقط. لا يدري المرء ما هو العتاد “المعقول” الذي يتوقعه درور. هل يتوقع من الحرس الرئاسي الفلسطيني أن يتسلح بأغنية عفاف راضي ” يهديك .. يرضيك” لقمع الشغب؟ وخصوصاً أن درور قال ” هناك تساؤل إن كانوا يعدون رجال شرطة أم جيش”. مثل هذا التساؤل الذي ينخفض بمعدل ذكاء أي إنسان إلى ما دون علامة درجة حرارة الغرفة، هو “استهبال” من النوع المؤلم. البنادق التي يفترض أن تتوفر للتدريب كانت دمى، فهل حقاً تخشى إسرائيل من توافر مصباح يدوي أو علبة إسعاف أولي على أمنها. ولماذا يحق لرجال شرطتها التسلح بما يكفي لإسقاط دولة ولا يحق للشرطي الفلسطيني التسلح بما لا يكفي لإسقاط ثمرة رمان عن غصنها.
صحيفة الواشنطن بوست كانت قد قالت أن قائمة المعدات التي أعلنت الولايات المتحدة أنها لازمة لرجال الشرطة الفلسطينيين تم تدوينها وفي بال أمريكا أمن إسرائيل. وأنها تضمنت معدات إسعاف أولي، مطاعم، جوارب، أحذية، سيارات، ملابس، وغيرها من الأشياء التي وصفت بأنها غير “قاتلة”. فكيف يتوقعون من رجل امن أن ينزل إلى ساحة عراك دون خوذة حماية. خصوصا وأن الصحيفة الأمريكية نشرت ما يفضح الأمر وأن التدريب كان دون المستوى، وأنه مجرد عرض. ونقلت تهكم أحد الأمريكان المطلعين على سوء التدريب، والذي تندر بأن المتدربين يصيبون بعضهم بدلا من إصابة الهدف. وأن الاهتمام بالتدريب كان يجري عندما يكون هناك زائر للتفتيش فقط. كما قال أحد المدربين للصحيفة ” في بعض الأيام كان المتدربون ينتظرون واقفين لعدة ساعات دون تدريب، وأن تدريبهم لا يجوز الاعتماد عليه”. ستيف سميث من برنامج تدريب رجال الشرطة الدولي قدم استقالته كاحتجاج على ما وصفه بـ ” التدريب غير الكافي” وعدم توفير معدات ومنهاج ملائمان لتدريب الفلسطينيين. وفي رسالة وجهها سميث إلى مساعدة وزير الدولة في نيويورك نيتا إم. لاوي قال فيها ” لا يوجد تدريب على الاتصال لأنهم لم يوفروا معدات لاسلكي للتدريب، ولم يدربوهم على قيادة المركبات لعدم وجود مركبات، ولم يدربوهم على تكتيكات شن الدوريات لعدم وجود مركبات، ولم يوفروا للمتدربين كتب إرشاد أو دليل تدريب”. وكتب في رسالته أن هؤلاء غير جاهزون لعملية انتشار. وكتب سميث ” إنني مؤمن بعملية السلام، وفي الحل الذي يعتمد على وجود حكومتين، وأؤمن بفكرة الجنرال ديتون التي تقول أن قوات الأمن الفلسطيني ضرورية لعملية السلام. لكن للأسف برنامج التدريب لن يحقق المرجو منه وهناك حاجة ماسة للمزيد من التدريب”. فهل كانت فكرة تدريب رجال أمن فلسطينيين هو مجرد عرض بهلواني آخر اشتركت فيه كل من أمريكا وإسرائيل.

it is absolutely wrong to use the instruments of power-politics to create human civilisation in 21th century.
Palestinian should use sustainable resistance and civilisation building on their roots and identity. We have to develop our own security and conflict-solving mechanism etc. . are we happy about CIA methodologies around the world?
We are becoming consumer of every thing, without developing our own culture .. tell today, I search for answers about what does it mean to be Palestinian .. without major common meanings we are not a nation and only consumer of standards made by power. What sort of resistance you are demanding?
They have withstand every kind of pressure a human can endure, they fought with their own bare bodies against modern weapons, the most sophisticated form of weapon available to Palestinians was a stone… and you still talk about urging them to use their own conflict-solving mechanisms? Can you please explain what do you mean since I don’t get your point?
You talk about Palestinians being consumers, can you tell me what a Palestinian can create when he does not have fuel, food, electricity, medicine..Or even few minutes of peace? Please suggest something for the Palestinians to create, and tell us if you are capable of doing so yourself?
It is easy to criticize someone whose hand in fire, while yours are in water.
very much misunderstood Iqbal .. what I am saying, WE Palestinian should develop ourself our own way and not use CIA to do it. We have so many smart professionals around the world to do it. The fact are not able to organize our resources etc, because we have mentality problems we will not get to our rights, we will get only what it will be offer to us.

Are you living on the moon son? Palestinians have the best mentalities, but they are always under guardianship of other states. Most of them have been forced out of Palestine against their will. How do you suggest individuals can get training when they are living on other sovereign countries as individuals? What such other countries would think of them? And would they get permission to do so? Should they have all that done and with the blessing of the international community, how do you suggest to bring them back home to Palestine? Fall with heavy rain?
For God’s sake do not rub their wounds with salt…do not talk about smartness when you never experienced life under siege for tens of years. Have you experienced bathing with your own sewage water like the Gazzan’s. Besides, this group we are talking about are not trained to free Palestine; they are trained to organize Palestinian demonstrators inside. Palestinian forces to combat Palestinians …Got it??
I am criticising the politic of PLO/PA. I am following the logic, if our formal leadership are not able (or do not want) to organise our global resources, we should act self-organisation.
Imagine we have (unified) virtual municipalities/ “Baladeyeh” for all Palestinian (Have you checked my presentation?)
Imagine we have Palestine-Global-University?
Imagine we have international Palestine-Media Ctr. based on our ONE history and narrative?
to have all of that and many other Organisations is a matter of strategical planing. We act only individual activism without optimizing our resources and Area of Focus.

First of all my topic was about security. But suppose we want to organise ourselves, how do you suggest we do that?
I would like to talk about only one example….media…or only journalism.
There are two different supporters concerned with journalism. One with Fath, and the other with Hamas.
But it is quite clear that the syndicate of journalism is only interested in Fath point of view, it is not representing everybody.
I myself have been writing letters and e mails to the President of the Palestinian Syndicate of journalists who I have met in Belfast’s NUJ conference; and who happened to promise all journalists in the whole wide world that he is offering his support to every journalist.
He never answers any of my e mails. We have colleagues who have demands, they need help in Palestine and elsewhere, and clearly there are misuse of authorities in some areas… How can you suggest we fix that?
Having in mind that the Journalist syndicate is supposed to be made of the top educated people, those who seek to convey the people’s point of view. Can you suggest a solution here? Can you find a way to communicate with them and tell them you were not fair? Can you tell them leadership is not about chanting, its about serving common hopes and aspirations.
once you are one of 1000.000 member big movement you have different boundary conditions for your objectives. I can imagine how to build this movement. But sure not alone ..

I am asking since 3 years people to ignore Israel for a while and look into our intern collective challenges. Mary said, I am thinking in very new way .. I have the feeling we are doing the job worn, as we are not successful.
Acting tactical self-criticism is the hugest power of activism.
Acting business as usual is disaster. Look to economy.
